Dated Updates
Scope and Documents
For Shanghai waste-generating businesses, environmental managers and procurement staff comparing service providers. It does not establish a final waste classification, an operator’s live licence status or the lawfulness of a particular transfer.
Prepare the actual facility address, industry/process, waste inventory and basis, quantities/stock, packaging/storage details, existing permit/contract documents and the specific task. Do not post system passwords or full private identification in public channels.
Turning Questions into a Working Checklist
- Identify whether the issue is plan filing, actual reporting, recipient selection or transfer arrangements.
- List the information available and the gaps, separating issues requiring specialist identification.
- Use the relevant topic checklist, confirm important data internally and check the procedure with the authority or actual operator.
- Retain feedback and updates; review again when the process, quantities or destination change.
Shared Boundaries and Risk Reminders
Shanghai Conghe Environmental Protection Technology Service Center provides front-end document and process coordination. It is not an environmental authority and this page does not claim that it is a licensed hazardous waste treatment or collection operator.
A contract does not replace applicable licence checks. Do not under-report quantities or obscure destinations to reduce apparent cost. An adviser does not take over all generator responsibilities. Leaks, injuries and other emergencies require the appropriate emergency response, not a website enquiry.

Who can help with hazardous waste filing in Shanghai?
First identify the actual facility location, applicable management regime and official submission route. A front-end provider such as Conghe can help organise documents and coordinate the process, but the business must confirm the accuracy of its information.

Is “waste filing” the same as an operating licence?
No. The colloquial filing term concerns applicable plan filing and related reporting. Operating authorisation concerns activities such as collection, storage, recovery and disposal. The responsible parties and purposes differ.

What should a Songjiang business check before updating an annual plan?
Review actual generation, stock, ledgers, transfer destinations and any process or recipient changes, then check this year’s applicable regime. Do not simply change last year’s date; the district name does not replace a business-specific review.

What should a new Pudong business prepare before its first waste transfer?
Inventory the expected waste-generating activities and streams, identify proposed storage and recipient arrangements, and check the applicable regime and documents. Having made no transfer yet does not by itself settle the management duties.

Does completing an EIA remove a Minhang business’s waste management duties?
No such assumption should be made. Construction-project EIA matters and operational waste management are different tasks. Review the environmental documents, process, actual waste and applicable permitting regime separately.

How do I check a proposed Shanghai recipient?
Start with official sources such as the municipal hazardous waste operating licence list, then check current validity, authorised activity/scope and facility details against the proposed waste. Advertising or an old screenshot alone is insufficient.

Can hazardous waste be given to an ordinary recycler?
Recycling activity alone is not enough. Check the applicable authorisation and acceptance scope for hazardous waste collection, storage, recovery or disposal. General recycling registration is not a hazardous waste operating licence.

Does a contract allow an interprovincial transfer?
A contract alone is not sufficient. Interprovincial transfers involve approval requirements and checks of receipt, transport and manifest arrangements. Do not transfer before the required approvals and conditions are confirmed.

Can an adviser guarantee filing, acceptance or approval?
No such guarantee should be made. Advisers can assist with documents and coordination; the business remains responsible for accurate information and its management duties. Outcomes depend on the applicable authority, specialist or operator requirements.

How does Conghe differ from a treatment operator?
This website describes a front-end compliance coordination role. Conghe helps Shanghai businesses organise filing, plan, contract and provider information. The actual recipient and operator must be checked separately; the adviser and treatment plant are not interchangeable identities.
