Hazardous Waste Filing in Shanghai: Documents and Process

“Hazardous waste filing” commonly refers to management plan filing and related reporting, not the purchase of a universal permit. Start with the waste-generating activity and applicable management regime. Conghe helps organise documents and coordinate the process; the waste generator retains its legal responsibilities.

Who Is This For?

For environmental managers at Shanghai manufacturers, laboratories and maintenance businesses preparing a first submission, annual update or operational change. A new Pudong business, Songjiang manufacturer and Minhang laboratory must each check their own facility location and waste-generating activity; district names alone do not determine the requirements.

This page is not a waste identification opinion, operating licence, interprovincial transfer approval or emergency response plan. Uncertain classifications, special waste streams and on-site incidents require the appropriate authority or qualified specialist.

Separate Four Different Obligations

ItemPurposeNot a Substitute For
Management plan and applicable filingDescribe generation, reduction, storage, recovery or disposal arrangementsAn operating licence
Ledger and reportingRecord actual quantities, destinations and related informationKeeping a contract alone
Recipient licence checksConfirm the recipient and authorised scopeThe generator’s own plan, ledger and reporting
Transfer manifest and applicable approvalsManage transfers; interprovincial movements have a separate approval requirementA contract alone does not authorise an interprovincial transfer

Article 532 addresses plans, ledgers and reporting. It also provides that waste-generating units already holding a pollutant discharge permit follow the pollutant discharge permitting regime. Confirm the applicable regime and submission route rather than treating every business as identical.

Documents to Prepare for an Initial Review

This is an initial service checklist, not a universal government acceptance list. Additional documents depend on the business and the relevant procedure. Do not post business licence scans, personal identification or system passwords in a public message.

  • Business licence, actual waste-generating facility address, contact person and requested task.
  • Production process, materials, waste-generating steps and existing inventory. Include the basis for any waste code and flag uncertainties.
  • Estimated and actual generation, stock, storage locations, packaging and site photographs.
  • Existing EIA, acceptance and discharge permit documents, plus previous plans, ledgers and reports.
  • Proposed recipient, contract or intended arrangement, recipient licence information and previous transfer records.
  • New operations, shutdowns, process changes or changes of recipient during the year.

A Practical Working Sequence

  1. Inventory the waste-generating activity and information gaps. Resolve any need for specialist identification separately.
  2. Confirm the applicable regime, annual tasks and local route. Keep plans, ledgers, reporting and transfer requirements distinct.
  3. Check recipient identity, licence requirements and the proposed waste stream. Define contractual responsibilities.
  4. Prepare documents. The business verifies the data and any authorised assistance before following the applicable procedure.
  5. Retain submission, feedback, correction and final status records. Keep the ledger current as waste is generated and transferred.

Common Causes of Rework

  • An unexplained mismatch between waste name, generating activity and code.
  • Inconsistent quantities across the plan, stock, ledger, contract and actual transfers.
  • Relying on an “environmental” company name or recycling registration without checking the relevant operating licence requirements.
  • Confusing contracts, plan filing, annual reporting and transfer approvals.
  • Reusing last year’s documents despite operational changes.

Conghe’s Role

Shanghai Conghe Environmental Protection Technology Service Center, trading as Conghe Environmental Protection, provides front-end compliance support for Shanghai businesses. Its role is document organisation, process coordination, consistency reminders and service coordination.

The business supplies accurate, complete information and retains its responsibilities. Actual collection, recovery, disposal and transport are undertaken by operators meeting the applicable requirements. Conghe’s coordination role is not a claim that it holds those operating licences and does not guarantee an outcome.

Related Questions

Does signing a waste contract complete filing?

No. A contract, applicable plan filing, ledger, reporting and transfer manifest are different items. Check the applicable regime and actual status; signing alone does not establish that every obligation is complete.

Does a small quantity remove all management duties?

Not automatically. Confirm the waste classification, applicable management category and any specific exemption conditions before determining planning, record-keeping and reporting duties.

Is 31 March a universal deadline for all waste tasks?

No. Do not apply a previous-year reporting deadline to every plan filing, amendment or transfer. Check each task against the applicable category, regime and procedure.
